Important Updates on U.S. Import Regulations and UPS Process Changes

Applies to: All clients shipping goods to the United States, particularly via UPS

At Complete Shipping Solutions, we want to ensure our clients stay informed and prepared for upcoming changes that may impact shipments to the U.S. Please read the following carefully, especially if you use UPS for your cross-border logistics.

 

1. Executive Orders and Tariff Changes
  • De Minimis Exemption Suspension
    As of August 29, 2025, the de minimis exemption for low-value shipments (under $800 USD) to the U.S. will be suspended. All goods will now be subject to U.S. duties and taxes.
  • Increased Tariffs on Canadian Goods
    Effective August 1, 2025, under the International Emergency Economic Powers Act (IEEPA), tariffs on Canadian-origin goods will increase from 25% to 35% — unless the goods qualify for preferential treatment under CUSMA (Canada-U.S.-Mexico Agreement).

 

2. Impact on U.S. Imports
  • All U.S.-bound shipments — regardless of value, origin, or mode of entry — will be subject to duties and taxes when shipped via non-postal networks, including UPS.

  • Goods not covered under CUSMA will face the new 35% IEEPA tariff.

 

3. UPS Process & Fee Changes

As of August 29, 2025, UPS will introduce several important process updates:

Customs Brokerage Changes:

  • UPS will act as Customs Broker for all shipments valued under $800 USD.

Entry Preparation Fees:

  • Shipments valued $1–$200 USD: $10 USD per shipment

  • Shipments valued $200–$800 USD: $20 USD per shipment

Other Applicable Fees:

  • Disbursement Fee: 2% of duties/taxes advanced (minimum $14 USD)

  • International Processing Fee: Starting September 8, 2025, all UPS Air Services to the U.S. will be charged $3.50 CAD per shipment

4. What You Need to Do

To avoid customs delays or unexpected fees, please ensure the following:

  • ✅ Provide CUSMA documentation or certification with your shipment

  • ✅ Submit the commercial invoice with accurate details:

    • Product descriptions

    • Country of origin

    • HTSUS code

    • Quantity & declared value

  • ✅ Include the recipient’s email and contact information

  • ✅ For formal entries, provide the U.S. Importer Tax ID (EIN or SSN)

5. Reminder: Commercial Invoice is Required

A commercial invoice (or pro forma invoice) is required for all cross-border shipments (except documents without commercial value). This document is crucial for:

  • Import control

  • Valuation

  • Duty assessment
